Transform Together Fund (TTF) – Call for Evaluators

MFC and Cerise+SPTF are launching a call for external experts to evaluate applications submitted under the Social Innovations for Fair Green and Digital Transition project funded by the European Commission and coordinated by MFC and Cerise+SPTF. 

The objective of Transform Together Fund is to support positive change, among the vulnerable groups, in the field of green or digital!  MFC and Cerise+SPTF will issue grants of up to €50,000 to support social finance actors. With these grants, the social finance actors will develop and test a range of innovative solutions, each of them should aim at helping the target group to improve their knowledge and practices in the green or digital area. 

Objective of the call for external experts: 

The objective of the call for external experts is to invite interested candidates with adequate experience in assessing project proposals and knowledge in the fields of green and/or digital activities within the microfinance sector.  

The selected experts will perform a quality assessment of application forms submitted under the Call for Proposals. 

General procedure for the evaluation of project proposals

Every project application undergoes an administrative check conducted by the Microfinance Centre staff. Project applications that successfully pass the administrative check will then advance to the quality evaluation stage, which is conducted by external experts. 

 As the first step the MFC and Cerise+SPTF will set up the pool of evaluators and then invite selected ones to sign contracts for evaluating an agreed number of applications. The responsibilities of the external experts will include the evaluation of the proposals and attached documentation, based on evaluation criteria defined by MFC and Cerise+SPTF. The evaluation assignment is planned from November 22nd to December 5th (tentative dates). 

Remuneration 

The expert is entitled to a fee of €150 (gross) for each application evaluated.  We expect a total of at least 15 proposals. We anticipate each expert to evaluate 2-10 proposals. 

Requirements regarding the experts’ profiles: 

  • University degree
  • At least 3 years of professional experience (after the university degree), acquired in positions related to the project’s specific objectives (GREEN or/and DIGITAL) 
  • Relevant professional experience in microfinance sector
  • Experience in program and/ or project assessment or evaluation
  • Proficiency in spoken and written English

Experts should also dispose of expertise on crosscutting issues such as: 

  • innovation in the field of digitalization and/or green in Europe;
  • exploitation of project results, dissemination, communication, capitalization and/or knowledge transfer. 
 

Before agreeing to undertake the work, each expert will be asked to sign a statement indicating that they have not provided nor are currently providing any consultancy work for the organization they are going to evaluate within the last 12 months. Furthermore, they agree not to undertake any work for the evaluated organization for a period of 6 months after the evaluation. They also agree not to conduct any work for the evaluated organization within the project they are evaluating.
