Capacity building needs and solutions for social finance providers in EU 27
This paper presents the work in progress of MFC and its partners in identifying capacity building needs of social finance providers and addressing them.
MFC aims at building capacity of members and partners for mission driven, sustainable microfinance, concerned with climate protection issues, fostering social and digital inclusion. Over the year 2024, MFC used its interactions with members and partners to map the needs of social finance providers and to identify viable solutions. It has been achieved through the following activities:
- Meetings, interviews, and emails exchange within the MFC Capacity Building Action Group, which gathered microfinance providers (MFPs), Social Enterprise Finance Providers (SEFPs), support organizations, associations and consultants providing services to MFPs and SEFPs.
- Technology Action Group, which discussed specifically the capacity building needs in digitalization
- Trends, Good Practice and Clients Needs Action Group provided inputs for the financial providers gaps related to providing training and advice to microentrepreneurs.
- Partnership Action Group, which provided inputs focused on understanding of the major trends and best practices influencing the work of MFC
- SIFTA Programme capacity building users, that provided their feedback during evaluation of the events they participated in.
Based on the above, MFC identified a wide range of capacity building services to be delivered to the sector within the next year. This is work in progress and it will be continued during 2025.
We group the needs into the following categories.

Transformative role of AI and machine learning in lending
On December 3rd, HES FinTech and GiniMachine co-organized the Microfinance Centre Technology Action Group meeting for a thought-provoking discussion on the transformative role of AI and machine learning in lending.
🔵Ivan Kovalenko, CEO and Co-Founder of HES FinTech, shared strategic insights into the evolving lending landscape.
🔵Andre Kravchenko, SVP, Business Development & Global Partnerships at HES FinTech, explored how industry-level collaboration can bridge gaps in credit data.
🔵Tatyana Kovalenko, R&D lead at GiniMachine, and Mark Rudak, ML Product Owner at GiniMachine, showcased the power of data-driven scoring, as well as outlined practical challenges of ML adoption, including benchmarking and data preparation.
GiniMachine and its partner Silk Data demonstrated in a joint business case how AI scoring and intelligent data extraction tools, when conceived together, form a comprehensive solution to real-world problems.
Nikolai Karelin, Head of ML/AI at SilkData, explained the process of data extraction, cleaning and transformation preceding the modeling stage.
Key takeaways:
- Beyond models: It’s not just about having a scoring model; understanding portfolio quality and identifying key feature weights are critical for driving informed decisions.
- Data synergy: Accessing broader, industry-level data unlocks valuable insights, especially for early stage MFIs in regions where credit bureaus are underdeveloped.
- Collaboration opportunities: GiniMachine’s intuitive drag-and-drop interface makes it easy for teams to experiment and validate scoring models, even without a dedicated data science team.
The discussion emphasized the importance of starting small and iterating. Exploring these technologies now ensures you stay ahead in a rapidly evolving industry.
The next meeting on December 11th will dive into embedded finance for business lending, highlighting real-world integrations already making an impact in Bulgaria and beyond.

Forcibly Displaced Persons from Ukraine
International Finance Corporation shares the results of the IFC market study in Poland completed jointly with PwC Polska in 2023, which was recently published on IFC website, focusing on enhancing financial inclusion of Forcibly Displaced Persons (FDPs) from Ukraine. MFC contributed to this project through interviews in 2022-2023. Feel free to share these findings with partners or colleagues.
This report explores the challenges and opportunities in integrating FDPs into financial systems in host countries and offer actionable recommendations for financial institutions and other stakeholders.
Key recommendations for financial institutions include:
- Simplifying account-opening processes and providing multilingual support to ensure FDPs can access basic financial services.
- Expanding product offerings such as SME loans, microcredit, mortgages, and tailored savings plans to meet the unique needs of FDPs.
- Leveraging fintech innovations for flexible and accessible solutions while enhancing financial literacy through targeted programs.
- Collaborating with NGOs and government bodies to provide holistic support, addressing both financial and non-financial needs of FDPs.
- Supporting FDP entrepreneurs through credit access and advisory services to foster economic independence and integration.
